Contacts and Address Book in Windows XP

My daughter's PC has Window's XP operating system with emails in Outlook Express.
I have been trying without success to sync her Contacts and Address Book with her Ipad 2.
I understand that this can only be done using a USB cable link together with up-to-date itunes on the PC and I have been using both.
I would be grateful if someone could tell me, in simple terms, what is the correct procedure.
I understand icloud cannot be used in XP and I have not found Apple forums very helpful.

This was done with the WAB (Windows Address Book) and now that many antivirus suites block access as a move to create a privacy shield, I don't see this working when folk have such protection installed.

However if all is stock and you don't have such protection installed, read

And again, if this is a limited account, I find it to fail.

Sorry but I have yet to find this explained or how to fix in simple terms any longer.

Bob, I tried the Apple link you suggested and followed the instructions. It synched iTunes ok but there was no reference to Contacts or Address Book. I guess it's back to the drawing board as they say.

Keep in mind that Contacts and Address Book are not in Outlook Express but in the Windows Address Book. This is well discussed so I'll pause here but needed to be very clear about where this information is.
