consumer ratings vs. prosumer ratings??

You see camcorders being rate from 1 to 10, but does the same ratings apply to consumer and prosumer camcorders? If the image quality of a consumer camcorder is rated 8, and a prosumer camcorder is rated 8, does that mean they are equal in quality? (Assume the same rating scale or reviewer.)
Are the ratings for prosumer camcorders based on their prosumer piers or some higher standard than regular camcorders?

Do you think an average camera in the $1,500 - $3,000 class provides the same performance as an average camera in the $300 - $600 class?

The professional reviewers never tell you what bench mark they are using. I have never seen it. "as compared to what, and based on what criteria?"
I know that some people think that all camcorders are evaluated on the same level playing field. But who knows the criteria for the reviewer's evaluations.
