Constant Re-booting

HELP!
I came back from university and my mom wants me to fix her computer. I started by installing service pack 2 and running AdAware once I had the internet connection back on (it had been intermittant for months apparently...she also never turned it off and there was no firewall) but when i attempted to re-boot, it wont get past the windows loading screen (with the blue bar scolling across...)
The information on the computer is not an issue, so I thought i would just re-format, but when i put the cd in, it had no effect!! I have no idea how to change anything, because i cant get into it to change it!
PLEASE! just get my computer working again!

you can't get into the BIOS to change boot order?

you need to make the CD the primary device, it's got the HDD in as primary and something has gotten corrupted...

Since you didn't give make and model of the PC you could try pressing delet or F1 or F2 or F12 after you press the power button. Hopefully one of them will get you into bios to change the boot order. John
