Compute make and model no.

Which XP are you using, XP Home or XP Pro?

Is this XP fully updated with Windows updates?

What type of internet connection do you use?

How do you connect to the internet, eg dial-up, modem, modem+router?

Which browser are you suing to download?

What are you downloading? Web site please.

Answer
Generally speaking

Generally speaking, timeout errors are a server side issue, so beyond your control. However, if it's happening on multiple sites, with no relation to one another (trying to download something from two different Cnet sites, for example, wouldn't be useful, since they probably try and get files from the same server), then it's probably time to start checking for malware.
