"it already has Dynamic IP Address"
That's the default setting, isn't it. Did you change anything related to networks or Internet? Or is it just Vista out of the box?

"it connects locally"
"it refuses to connect to the Internet"
In both cases: what do you do exactly, and what exactly happens?

How do try to connect to the Internet: dial-up, cable, ADSL; wired, wireless?

What changed since you bought the machine. Did it ever work?

Take these steps

First off is this a PC? If this is a family PC do the following. If a business computer seek direct support from your IP provider or IT staff.

Disconnect all Internet connection cables from the PC (all). Wait thirty seconds and plug them in again. This will check for loose connections.

Check to see if it's working. Report back here with the results.

If not:

Next go to Start> Control Panel> Network and sharing center> manage network connections (left side)> right click the connections you find there> "disable" them> The PC will go through a route, when it's done> right click and choose "enable".

Is it working? report.

Due to the complexity of some PC/IP configurations I may not be able to help you. These are just some basic trouble shooting suggestions. It would be best to contact your IP directly for support and suggestions.

My connections are working fine at this moment but his/hers is not. Happy

If it is a security system problem I'd suspect the firewall.
