Confusing Notebook Behavior

Ok the basics:
Sony VAIO VGN-FS660W
Pentium M 1.73 GHz
1 GIG RAM
60 GB HD
Windows XP Home SP2

This notebook has me confused and frustrated, and before I do a full format and system restore I thought I'd ask for help here. About 10-15% of the time when I try to launch an application, I get the hourglass for a few seconds and no windows appear. If I wait long enough the app will launch. This can be anywhere from 30 secs. to 5 minutes later. During that waiting period no other apps. can be launched, I cannot get to Task Manager, nor can I shut down. Sometimes I have to manually shut the PC down and re-power up. I have scanned for viruses, adware, and spyware. Nothing found. Am I looking at a software or hardware issue? Is it worth the pain of a clean install to try to fix this? Or should I send this "thing" in for warranty repair? The HD is a high speed 7200 RPM but this behavior was also evident with the original 4200 RPM one. Any advice is greatly appreciated.

befor you send it in take pictures of you notebook as it goes into the return box they send you from SD cal.
your doing this for proof that the pc was not banged up.when i had a grx690 i sent it in and got it back scratched and banged up.the photos i took before send off saved me.they scratched up the screen as well as the casing.i called them up and told them what they did.they denied it up and down letting me know that my pc already had damage to it and as well letting me know that it had not been taken care of it.hahahahahahahahaha.the were very upset to find out they got busted in a lie as i sent the pics as well as a nice letter to the vice prezzz of sony that asked him why the company he controls had tried to rip me off.2 months later they sent me a rufurb upgrade.wow a refurb upgrade....oh by the way the hard drive burn up a year later.dont take that deal.

and do not yet know if that was the fix. Will have to give it a little time to see if the problem continues.
