Confused by Export settings in LR2 TIFF to JPG

I am going crazy with this and hope some kind soul will help me out: I have been scanning old photos at 300/400dpi in TIFF format to archive. In Lightroom2, I added metadata and new filenames. Now I want to save the metadata and export as JPG to use for editing in Photoshop Elements and for web and catalog prints.

When I try to export files, it takes forever, and the sizes are so large they don't show in Photoshop Elements. I think I am exporting at the wrong settings, but can't quite get it right. At this point, I don't plan prints larger than 4x6 (maybe 5x7) and am willing to go back to the TIFFs for a copy should I need a good file for restoration. Is there such a thing as a multi-purpose export setting I could use?

I am on a PC running Windows XP. Any help most appreciated!
