Configure Windows Live Mail

Hi, I am trying to configure windows live mail.I am using vista,I setup windows live mail automatically,but i could not send any mail?,i could recieve mails but not send any.so i tried to setup manually and i get this error message.
Unable to send or receive messages for the Hotmail (riptorn3) account. The connection to the server has failed.

Server: 'pop.live.com'
Windows Live Mail Error ID: 0x800CCC0E
Protocol: POP3
Port: 995
Secure(SSL): Yes
Socket Error: 10051

can someone please help me.thank you.
