Computer won’t boot fan leds, CPU fan, GPU fan start

I just installed a new mobo in my PC due to this problem all the LEDS turn on in my computer the CPU and gpu fans turn on and the motherboard LEDS turn on and my keyboard lights up when plugged in but there’s no signal and the computer doesn’t boot then after a few seconds there’s a single beep and it shuts down and starts back up o have two PSUs one is brand new so I know it’s not the psu and the mobo is brand new and has done this in the previous mobo I have never replaced my CPU’s thermal paste could this be it? I have tried taking every compnonent out and it’s always the same
