it could be hardware related, but first I would press CTRL/ALT/DEL to see what applications are running and try shutting them down.

This problem can have many causes either hardware related or software applications. Try a simple experiment. Create a new account and see if it works there. If it does, then you halfed the causes.

1. Problematic drivers / applications that could cause that symtom

- Logitech mouse drivers
- Adaptec/Roxio software
- Zone Alarm

Disabling the AV or Firewall is not enough. You should uninstall them in order to find the culprit. Of course, take the precautions to disconnect from the Internet while doing those uninstallations.

2. The following MSKB articles summerize the shutdown problems

Q308029 - "Resources to Help Troubleshoot Shutdown Problems in Windows XP"

Q315664 - "Computer Does Not Shut Down Properly if Selective Suspend Is Enabled"

Q317673 - "Computer Hangs if USB Selective Suspend Option of USB Mouse Is On"

Q320008 - "You May Not Be Able to Shut Down Your Windows XP Computer"

Q313290 - "Your Computer May Not Shut Down After You Upgrade to Windows XP"

Q311787 - "Your Computer May Stop Responding When You Shut Down and Use Only the 802.1x Protocol for User Authentication"

3. In addtion check out the following WINDOWS XP SHUTDOWN & RESTART TROUBLESHOOTING page.
