If anyone added RAM, remove that and re-test. This is either a hardware issue or a banged up OS.
If this hit my desk, I would try booting another OS from USB like Linux. NO LINUX LEARNING IS EVER NEEDED. Read my old tip at http://tips.oncomputers.info/archives2004/0401/2004-Jan-11.htm
Also you can try booting a Windows 10 USB STICK! Read how to make one at https://www.boyans.net/RepairWindows/repair-windows-boot.html (NO!!! This is only linked so you can make a boot stick.)
What happens when you boot this PC off USB?
I am not able to boot/ access my computer at all. All I get is a message stating: "The instruction at 0x00007FFCFF917E03 referenced memory at 0x000000001. The memory could not be written." Cannot provide any specs because as stated above the only thing that pops up is the above message. (Dell, Windows 10, 64gb). Thank You
