Computer Video Output Not Working

Hey guys, here's the problem plain and simple:

1) I plug the HDMI into my TV and my motherboard, and I get the same message on screen as I do when the HDMI isn't plugged in, "No input". Same with a VGA. Tested on a TV and 15" LCD monitor.

2) I've completely taken apart and rebuilt the computer, troubleshooting every single nook and cranny along the way. Even ran the entire setup outside of the case on a anti-static sheet.

3) I've attempted to reset the BIOS via both CMOS jumpers and the battery.

4) Yes, I'm pretty sure the power is on.

5) Speaking of power, the motherboard is fully powered as well. CPU fan runs, all case fans run, and even the case lights turn on.

Does anyone have ANY clue on how to solve this? I mean, it's driving me crazy. This is my first build, and after tonight I'm completely confident in my ability to assemble a computer. There's nothing that's broken. Give me something to try; anything. I've gotten to the point of desperation with this.

Oh, and to add, the BIOS worked and displayed on my TV twice. Nothing changed between the second time I got it to show and the third time and beyond when it didn't. My specs are as follows:

ASRock Z77 Extreme 3 Motherboard
i7 3770k Processor
GTX 660 OC Graphics Card
500 GB HDD
LG Blu-ray player
HAF 912 case (if you really need to know)

Possible setting fix

WAG, use the same HDMI port on TV and set the TV to use it if multiple HDMI ports. Then tell you PC to use or select the TV as monitor via the video manager setup. I mention this because if you're seeing a display on your current PC monitor and then plug-in the TV side, it has to know it's there and use it. This all varies with each TV out there. Under the video manger setup it should display "2" monitors, thus allow you select or use both. It's important because if you select the TV as "primary or 1st monitor" it may not work right when going back to old PC monitor. Since this is anew build you have to sort these things out.
