Computer upgrade opinions needed.

I recently got a PC given to me from a good friend because they bought a new one. I am not very up on hardware and was wondering if I could get some opinions on upgrading if it is needed. I know I want to get a new video card for it, id like to stay with ATI and around $200-250. Here are the computer stats I copied from the manual that she gave me with the PC.

Motherboard: Intel D925XCV 925X
CPU: Pentium 4 3.4GHZ 1MB 800FSB LGA775
Memory: Crucial 512MB DDR2 PC4200
Hard Drive: Seagate Barracuda 160GB 8MB Cache Serial ATA with NCQ HD
Video Card: ATI Radeon X600 XT 128MB PCIE
DVD Drive: 16X Dual Layer DVD+-R/W Recorder
CD Drive: Lite-on 52/32/52 CD-RW
Floppy Drive: 1.44MB
480 Watt Power Supply

Any help with this would be greatly appreciated, like I said above im not really up on computer hardware.

todays high end games I play online with adequate fps. I need a better vid card for sure.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
