Computer 'turns off' and won't respond

My computer recently had a nasty virus on it a couple months back which caused the screen to go white and tell me I need to pay money in order to use my pc. After I send it into get fixed, I noticed an issue in which if I were to open up chrome the computer would make the sound like it's shutting down, chrome pops up but doesn't load(says unresponsive), then after 15 seconds it makes the booting up sound and then it loads up. This happens almost every time I enter a new page,open new tabs, load a video, or play any sort of video game. I asked a computer buddy of mine and he suggested it was the fan, but the fan keeps turning even though the computer 'shuts down'. This is becoming really annoying and has hindered any sort of activity on my pc to a minimal.

Anyone ever seen this before?

This problem ONLY started happening once I got my computer back from the shop. Apparently they had to wipe the hard drive clean and install windows again. So maybe he forgot to do something.. but whatever it is, It's making me unable to play any video games which is a piss off because I bought a 200$ graphics card and now I can't even see it in it's glory..

Does This ONLY Happen With Chrome?

Does it also happen if you use Internet Explorer to run the items mentioned. If it only happens in Google Chrome, try uninstalling it completely from the Control Panel, then open Internet Explorer and download a new Chrome installation file using the instructions from the link below, then reinstall it.

If it's not just a problem with Chrome, then try running the System File Checker (sfc /scannow) from an elevated command prompt per the link below. It should fix any problematic system files which might be causing the issue.

No it doesn't only happen in chrome

accidentally clicked resolved question.. i'm a noob. & this happens all the time, this problem effect my whole computer using experience, not just chrome, but anytime I open up a program of any kind, steam, skype, you name it, the computer makes the sound like it's shutting down but I can still move the mouse and everything.

...running "sfc /scannow"? If not, please do..

If that doesn't help, then reloading the drivers back per James' suggestion is a good start.. Of course, you may need to reload everything back to its factory condition, but that would require a system recovery disc or partition and it would wipe the drive, eliminating all your current files.

the tech who reloaded your computer failed to load all the driver files for the system after installing windows, unless he did it from the restore partition. There's no guarantee he did that because that takes more time. Probably had a close system clone he copied quickly onto the drive and some driver files were different from it than are on your system.

Find all the driver files for the system, reload them. Then reload the driver files for the graphics card. However since you mention the new card and no upgrade of power unit, I think Robert's suggestion is quite valid. You could do the driver files first, it's a no cost attempt to solve the problem, then if it doesnt' work, PSU.

If the files are already installed correctly, it will just overwrite and install them again. If they aren't installed correctly, then hurrah, you did it. Don't do the BIOS upgrade. You might mess it up and seems no need for a newer version on it based on continuing same use as before. For instance determine if your LAN is Intel or Realtek, if your VGA is Intel, AMD, or Nvidia based. If unsure, apply them all and let windows sort it out. If you open Device Manager afterwards and see a yellow mark, then clk to unistall that one and windows should then see the correct one and install it then.
