Question

Computer stutter I guess when processes are fine

Specs:
I7 4790K running at 4.20 GHZ cooled by a coolermaster hyper 212 EVO
2x SLI Geforce GTX 1080 MSI STRIX
Bunch of 500GB ssds
16gb 2133mhz ram

So whats happening is that my computer is almost stuttering which makes no sense because when I look at my processes it's all like fine.

This happens when I'm doing anything, watching shows, talking to friends on discord, or even playing games. This started about a week ago so I was like alright let me full reset my computer it's been two years. After I did that the problem still persisted so I'm really baffled. And yes my drivers are up to date.

After a Reset we have drivers and such to deal with. Microsoft's Windows resets do not result in a top performing PC. You commented drivers are up to date but didn't tell how you did that. Again, if you used Microsoft's Driver Update buttons, it won't get you there.
