Computer stuck in Windows 8.1 Safe Mode

I just moved all my computer parts into a new tower since my previous one was too large. My computer worked completely fine before I had switched towers. Moving everything in went smoothly, except for when I turn it on my computer boots on and into Windows 8.1 safe mode. I've tried every selection besides resetting my computer (I have pictures and important files on there) and none of them work, they all just bring me to the same "choose an option" screen. Could it be that one of the internal wires isn't correctly plugged in or plugged into the right spot?

before doing anything else, you may want to backup your pictures and important files to an external or usb drive. you should have no problems doing that in safemode.

in safemode, did you try restoring to a previously saved restore point? It will not touch personal files.

I have not tried restoring to a safe point in fear of losing my files. Also, if I just plug a usb in will it let me transfer my files? I didn't try that because I didn't think it would let me access it in safe mode. And no all of my computer parts are the same, all I did was change towers.

It actually worked!

Disregard my previous message but I hadn't closed out the error. Once I did it restarted and reverted back to the normal loading screen! It's working now! Thank you very much!

Tried restoring from a safe point, didn't work

It took about 10 minutes to go through but it brought me to this error after it finished. "System restore failed while restoring the registry from the restore point. An unspecific error occurred during the System Restore. (0x800703f1)."

Restore does fail when... (get this?)

I find that antivirus suites from Norton, Kapersky and others cause system restore to fail. For me, any antivirus that breaks SR is not a good thing even if the AV maker tells how to work around the issue.
