Computer startup problem

I have a HP15 with Windows 10 version 1507 which refuses to update to a newer version, but that's not the current problem. After an update last night, it asked to be restarted which I did. Now HP logo comes up but it never loads. Got message to go to HP.com/go/startup, but it won't let me sign in. I've tried to start and use the function keys but none of them seem to be working right now. I'm not sure what else to do.

Did you somehow lock out changes for close to two years?

OK, Questions.
1. Did you or someone lock out updates? This can break updates later.
2. Can you backup your stuff before you...????
3. Make a W10 1803 install and repair USB STICK to:
a. run chkdsk /f/x on all drive letters then try again?
b. Go ahead and install 1803 from the USB stick?

4. Which HD15 do you have? It looks like there are over a dozen models.

I've had the computer for a year and it started not updating into the newer version two months into the process. Have tried Microsoft fixes three times with no luck. It does some updates but refuses others and undoes them. Since F8 doesn't work in Windows 10, I did manage to get in and test
hardware (I think it was in F11). And hardware is fine. Tried doing a hard reset with no luck. It's not
the monitor as it show HPs logo and whirling circle of dots then doesn't do anything else.
I did do the recommended saving of whatever to a USB stick. I've tried starting it with the stick in and
nothing happens. Was considering paying for a replacement for that to restore the boot sequence.
I'll be back to you with the model number. I have to run to library to get online. Thanks for any help..

Continuation of problem

I have HP15-f272wm. I have the serial number too, but don't want to post it publicly. Why did I not
upgrade? Was going to upgrade to Windows 7 Professional, but they said don't do that, wait for 8. Set up a friend's computer with Windows 8 and just hated it, so waited for Windows 10. I'm also working and sole caregiver for elderly mother which keeps me out of extra time for playing with such things.
So I want to know how to get into safe mode on Windows 10. I managed to check hardware and it's fine. Have plugged in USB which is supposed to have repair data on it and nothing happens. I'm
frustrated that I couldn't transfer my data from Windows Vista Home Premium as Microsoft discontinued that program. Have data for 15 years on USB and also on backup drive (though it's missing six months of most recent data). Really didn't expect problems with such a new computer. I can't deal with no computer.

TODAY I GO AN ERROR MESSAGE THAT INDICATES a corrupted BIOS and FOUND out that I can download the right one for my computer from HP. WILL GET NEW USB TOMORROW AND WILL GIVE THAT A TRY.
