computer restarts when shutdown/sleep

recently, my internal network card got fried during a lightning. after that computer just wont shut down. it restarts everytime i shutdown/sleep. i replaced it with a new external nic. but the problem persists .

Maybe more is damaged than the internal network card (did you physically remove that, or - if integrated on the motherboard - did you tell device manager to ignore it?). In that case it's possible more needs to be replaced or repaired.
