That's a sign of a failing charger or battery. Many owners ignore repairs to such and later the machine needs more than a charger or battery.
Try the Generic Reset and then get repair estimates.

Hi, i own an ASUS VivoBook S400CA-DH51T Ultrabook Intel Core i5 3317U (1.70 GHz) 500 GB HDD 24 GB SSD Intel HD Graphics 4000 Shared memory 14" Touchscreen Windows 8 64-Bit laptop and it is refuses to start. It has been shocking (literally) for ages when plugged in to charge. I have not used the laptop for a while now. It was working fine before I put it away. Now, when it's plugged in it does not start at all. There is no sound at all, as if it's not functioning in the least. There are no lights to show that it is charging either and no display showing up. I have no clue what to do. Any suggestions?
