Computer OS is locked what can I do.

So i bought a used PC off of Craigslist and the OS has a password on it. All parts are functioning. The OS is windows 7 professional, and I am wondering what are my options to do with this computer. I want to know my best options to get this computer working. I don't mind going out and buying a new HDD and new OS to get the computer working as i got the computer for a good price. I just really don't know what to do in this situation. I can't do anything in the BIOS because this is an OS problem. So i ask any of you this, what can i do to get my computer working?
