The old GPU takes either the classic or EUFI BIOS but the 2070 demands EUFI (read the prior link.)
This motherboard shipped apparently without EUFI support so that small detail might be it (again) but as noted when you write it, well, check it out.

Got kind of a weird situation. My comp is a bit older and today it started to glitch/artifact. It started when trying to play civ 6 where I would need to reboot the system, but then I would get it immediately on the boot screens right after restart and wouldn't go away.
I've had PSU issues like this before, so went out and got a new 750W corsair, but even with the new PSU, the problem was still there. I took out my video card and used the integrated one on the mobo and the artifacting was gone. Great, must be the video card then.
Returned the PSU and picked up an rtx 2070, plugged everything in, but now the system's LEDs blink on for a millisecond and then nothing happens. I take the new card out, try the integrated GPU, and it boots fine.
So here's where I'm at a loss. Trying the new PSU on the old card still gave me the same problem, so I thought it had to be the GPU. But now with the new GPU in, it seems like the PSU is failing to power on correctly even though it still works with the integrated graphics.
Specs are:
ASUS p8z68-v pro motherboard NVIDIA GTX 570 (old GPU) NVIDIA RTX 2070 (new GPU) 750W corsair PSU (both current and new one used to test that I returned, old one about 1.5 years) I5 Intel processor Windows 7 OS
I haven't tested voltage on the PSU and can't do the paperclip test since I dont have colored wires for some reason, but given it boots with the old and integrated video cards, I assume it's alright.
I've tried reseating, though the new card only fits in the second PCIe slot. I did test the old card in the second slot as well and it boots up, though still has the same artifacting meaning (I think) the slot is fine.
I also checked the mobo, and even though a bit older, is compatible with the new card.
So I'm out of ideas unless it's possible for the old PSU to have enough power for the old card and not enough for the new one or something like that.
Any insight you guys have would be appreciated.
