Computer not booting up

My computer will not boot up at all when restart is selected, or when trying to restart after updates are installed, it will just sit there and never boot up, with the monitor black. I have to shut it down, then turn it back on and hope it boots up after about 15 minutes, if not, I unplug it, leave it unplugged for 15 minutes, plug it back in but not press the power button for another 15 minutes, then press the power button and hope it boots up within 15 minutes after that, if not, rinse and repeat. The light on the power button comes on right away, so I know it's getting adequate power. I took my computer to a repair shop and explained this problem, I was told I had a bad power supply, and a new power supply was installed. The guy tuned it on in the shop, and it booted up within a few seconds as it should, but as soon as I got it home, I had the same problem. The computer doesn't show any signs of lacking power when running, it doesn't flicker or anything.

It may be a model known to have troubles like a mini PC I own that every 2 years it won't boot due to a low CMOS battery. (No, that's not it here.)

As to the shop story, what's different from the shop? Did you plug in something new?

And does it still work at the shop?

It's an HP Pavilion desktop, It's only a couple years old. I bought it brand new two years ago. It's running Windows 7. During the most recent shutdown, I thought it might be something at home connected to it, so I unplugged everything from the back except the power cord, monitor cable, keyboard, mouse, and speakers, The same thing happened. I was thinking it might have to do with the fact that I currently have the power cord plugged into a power strip, I was thinking of trying to plug it straight into an outlet and see if that helps. I'm just afraid that if I shut it off again, it will never come back on again. It still worked at the shop, it worked fine and booted up within a few seconds of turning it on.

Plug it into a wall outlet.
You don't need speakers.
Replace the bios battery.
