Try it without IDE cables, no RAM, no video card. Does it beep?

Computer use to work fantastic but now it is not booting. I get a blank screen after pressing power button...no beeps or anything...just blank.....and the monitor is not getting a signal so it goes into its energy saving mode.
I do not even get a BIOS screen after pressing power.
I made sure the cable was connected properly and securely.....
Power is on and the LEDs light up...and I hear the hard drive initialize, so I think its the video card...but i dont have a 2nd computer to test on...
I found an old PCI S3 Trio video card, put it in to test to see if I can get it to display anything but no luck. (but i'm not sure if the S3 card is faulty too)
So if the S3 card was not faulty then...i'm thinking it could be the CPU....but i'm not too sure....
any ideas?
