computer noisy

My computer has started making a humming noise. I have a 3year old dell 8200 with xp. I'm wondering if maybe the fan has quit? and if so can it be replaced? and if so is it something I could replace myself?

I use a geriatric machine. (yours is just a teenager)

Every 18-24 months I bring it into my work shop and pop the cover off.

I then vac all the crud out and use a small brush to nudge the stubborn stuff from the heat sinks and fans.

I then power it up and check all the fans.
If there is one that is noisy or slow or not functioning I pop it out (a couple of screws or clips) and take it to radio shack or the like.

Set the bad fan on the counter and tell the clerk you want one of these,,,10 bucks and your on your way home.

Or you can take it to your local pc shop and they will vac it out and replace the fan. 100 bucks!!!!

But then again the hum may not be a fan at all, a bracket or mounting plate thats come a little loose?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
