Take the monitor and cable to a computer shop and have them test it.

That should tell you if you have a monitor problem or a pc problem.

Answer
That's a 144Hz monitor.

https://www.google.com/search?q=aoc+g2460pf+osd finds it has OSD so you can sometimes test it by seeing if the OSD works, if not, it's usually dead.

Note that ‘FreeSync’ is only supported over DP on GPUs which support it. DP and Dual-Link DVI both support 144Hz output, whereas HDMI is limited to 60Hz on this monitor. Standard cables included with the screen are; VGA, Dual-Link DVI, DP, 3.5mm audio cable, USB cable and power cable.

Can you tell how you know this new PC works?
