Rant

Computer just restarts wont load windows 7

a couple of weeks ago my computer turn itsself off anf when I went to restart it only goes as far as the loading windows, then restarts again and again
i bought a new hard drive plugged it in but to no avail it just keeps doing it
i have a home built computer with windows 7
