Computer is really slow. It gets normal with task manager

I had this problem for a month now. I used some scanners (norton and malwarebytes) to find the problem. I thought it was a malware related problem. It usually found a few malwares. It got good for a couple days and it gets worse again. Now the problem is back but none of my scanners find anything.

It also gets better when I disconnect the internet. Task manager itself shows nothing out of the ordinary. I also have a minor problem about my desktop shortcut not getting dowloads. When I try to start one on desktop it says C/Users/(Username)/Desktop shortcut does not exist. It might not be related but it might be so I thought it would help a little bit.

I am using a Nvidia GTX 1050 with a Ryzen 1500X and it is Windows 10.

It stops Microsoft using it's windows 10 system on your computer from sharing updates through your computer across your bandwidth to others around the world, often to more than just one at a time. We've seen speccy reports where 10-20 others are downloading updates that your computer has to their computers all at the same time.
