Look at the black square things connected to the mb to the right of my graphics card connection it seems they are corroded or burnt off.

Those can be diodes, transistors, etc.

The solder quality is what you see in consumer gear and while I winced at that I know it's what you see today. It's not a failed solder joint from that picture.

As time passes you may see grime or oxidation but that picture is not damming.

At second glance of the pic is does look like a crappy solder but up close in person it has a more corroded look like it burnt off. Would that be damming?

Unless I see a crack in the solder I don't touch it. I hope you start again with fresh details.

Sometimes we found motherboards with awful reviews, a PSU that is over taxed or just old.

Try again with a new post with the usual PC details and what you tried. For example I had a client that tried everything. I opened the case to find the CPU fan was not working. While we replaced that I also cleaned and put in fresh heatsink compound (that's 2 bucks) and it worked fine after that. I can't guess you tried everything.
