Computer freezes during video playback

Few days ago I downloaded a video after playing it stopped at some moment and computer froze and after that it messed with my Explorer.exe. After reinstalling windows I tried to play the same video and it stopped at the same position and did the same thing. What can I do in this case?

- What exactly is "it messed with my Explorer.exe"?
- Why reinstall Windows

Things to try:
- complain with the maker of the video and let him correct this apparently bad file
- try if you can play it in your phone or tablet
- try if the same happens with another media player on this PC/laptop

I reinstalled my PC because I thought it is kind of a windows problem.
by it messed my explorer.exe I mean when I refresh all the icons disappear


I tried with all possible players and it stopped at the same position as the first one.
I use MPC-HC

The worst thing is when I download another one it gets the same issue

Or install VLC and see if it will play safely in it.
