Computer fix needed

Hi, I have a dell precision t1700, I think it has broken due to a recent thunderstorm and lightning that caused a power surge frying something in the computer. I first of all replaced the power supply, no luck, then I tried replacing the motherboard and I had a bit of life, the computer suddenly turning on then a second later turning off. I researched this fault and then replaced the cpu. Unfortunately I have the computer still turning on then off all within the space of 1 second. I have replaced nearly all the computer!!

Would anyone know where to go next, do I replace the power supply and try that or what else could I do?

Make it smaller

Psu + mobo + cpu/hsf + one stick of ram.....test
