Computer fails to shutdown

I have a Dell desktop computer Inspiron 530, running Windows 7, 64 bit Home Premium.
To shut down I click on Start, then Shutdown. After a short time the computer shuts down. The screen goes blank, but the BLUE light remains on, and I have to close it manually. Can anyone help please?

Hi Kees,
The blue light is the Power Button on the front of the computer.
Normally I shut down via Start, etc. and the Blue Power Button will also shut down automatically. But at the moment although the computer shuts down, the Power to the machine stays on. Hope this clear. Thanks for your interest.

Yes, the battery is still in (and possibly the power adapter is still connected), so the machine still has power. But is any power still used? I you leave it turned off for a day, how full or how empty is the battery then?
