I wonder if your new RAM was enough to push it over the edge. Is there anything you can unplug like a DVDRW drive or 2?

My computer's been acting REALLY odd since I bought my new ram. I had 4 GB ram before (2x2gb), and bought 2 sticks of 4gb each. When I first put them all in together and pressed the start button, the computer would constantly try to start up (the motherboard lights would flash, all the fans would start to spin, and then it goes off for a second, and does the same thing again). I took out my old ram, and put in only my new ram, and it worked. I reinstalled my 32bit os to 64, everything was fine, and then I shut down my computer.
After I shut down, it started doing the exact same thing as before. It would attempt to start up literally every second, with the motherboard lights lighting up, and all the fans starting to spin for a second before dying down, and then starting up again. I've tried unplugging the power, cleaning out dust, and checked for any damage or overheating, but nothing like that is the case.
Another interesting thing is that after I shut down the power, by either removing the cord from the PSU or taking out the cord from the socket, the computer still continues to do the strange start-up-go-down cycle for a few seconds. I've also verified that the RAM is not the issue, because it would do the same with every RAM variation i tried (1 stick of 4gb, both sticks, 2 sticks of old ram, no ram at all, etc). The one time that it did start up, it did so IMMEDIATELY after I turned the power on.
I think this is the strangest thing about all of this - shouldn't I have to press the power button FIRST before the computer attempts to start up? It seems like it is in a constant state of attempting to start up by itself as soon as I give it power.
Now if I had to guess, the issue is most likely the PSU or the motherboard/CPU.
System specs:
amd athlon phenom x4 905e 2.5 GHz cpu
2009 msi motherboard (don't remember exact model)
500 watt PSU
DDR3-1333 memory (2x4gb)
Geforce GTX 460 video card
