Computer connection problems, DNS, Connection

Sometimes when I try to visit a website on chrome or IE i get messages like

This webpage is not available
.
Error 118 (net::ERR_CONNECTION_TIMED_OUT): The operation timed out.

Or another error that says something about DNS.

I can't seem to figure out what it is, at first I thought it was just charter internet but now im almost positive its my computer. My phone connects fine to the internet when this happens. And I can go to some websites when it does happen. Also sometimes pages come up and looked almost cached. I run windows 7 and my computer has virus protection, malware and full windows updates. Ive ran all and everything looks fine. Any help out there?
