Computer colors/screen is messed up/completely broken

I built a computer for my friend as i’ve built one myself and i know how to do it. His specs:
geforce gtx 1080 ti gaming oc-edition
msi z370 gaming pro carbon fiber
captain 240 water cooling
corsair vengeance 16 gb 3000mhz
kingston 120gb ssd
1 tb hdd
nzxt h440 razer edition
corsair rm750x

I built the computer for him and installed windows. Everything worked perfectly i would say. Tho when he came home from school today 2 days after i built it his screen was messed up. It’s got zickzack patterns of green and it’s just terrible. It’s not high kontrast or anything like that. It’s seriously worse then i could have imagined. It’s not bad tho when he starts his computer up. It’s only bad when he get in to windows he says. I’m worried his graphics card is broken or something. You guys have any advice or something. I’m going to check it out next week. Btw his hdmi cable is in correctly. Hope someone can help... i’m seriously nervous

it seems like he can play any game on full screen without any problem what so ever!? Seems to be windows or something!?
