Then something is wrong either with the motherboard, the RAM, or it's the wrong RAM for this motherboard, or you use the wrong way to look at it (like for example using a 32-bit version of Windows looking for more than 4 GB RAM).

How much ram is windows showing?
How much ram is the bios showing?
