At that point I am making user nothing on USB is plugged in, the BIOS is at defaults as well as test boots on USB memory sticks. I have 4 versions of LiveOSes from Linux to Windows.
This sounds like a blown Windows. So blown that Safe Mode fails. I wrote about Linux and no learning required long ago. You can get a newer version.

I have HP Presario SR5710Y Tower and once I turn it on it gets to the windows logo and sends a blue screen for a second and turns offbut I can't even get to safe mode when I try to access it does the same but no blue screen just resets
