If you go back to factory conditions, it will be as fast (or slow, depending on what you expect) as it was when it was new in 2011.

If that's not fast enough, better buy a new PC then trying to upgrade this with a new PSU, motherboard, CPU and RAM.

PC has slowed down

It has always been slow. Would a new bigger mother board make it faster?

https://support.hp.com/hk-en/document/c03005774 reveals a lot about this PC. It's not a speedy thing but should be considered a value machine. Since the CPU is soldered down and the PSU isn't very large you may not be able to salvage much from this machine.

I'd sell it as-is and consider more research before the next purchase.

I would not put a nickle in that thing.

If you want to pick around the edges a little.

Turn off unneeded features and services.
Uninstall unneeded products.
Make your startup group super skinny.

At best that machine is for web surfing.
