Comcast shapes the bandwidth. More at http://www.google.com/search?hl=en&q=comcast+traffic+shaping&btnG=Google+Search
I have the 6Mbps comcast service with speedbooster which I guess only affects the first 10MB of a download... but that is not my issue I could care less about that. When downloading, my speeds vary around 100KB per second to 200KB on rare occasions. The real issue I have is when I am downloading 1GB files on my ps3 which is wired directly to my router. (my router is the same speed as from my modem so dont bug me about that) I have had comcast techs come out and look at it, they just say that it is the slow server on the other end, but its the slow speed on EVERY download so I doubt that is the issue. Correct me if I am wrong, but doesnt 6Mbps = around 800 KBps? I have 4 computers in my house and all test good on speedtest.com ect. They are all fine on browsing and streaming video. I just really want faster downloads.
