Comcast cable HDMI source won't support 2 AVR HDMI outputs

I have a Denon AVR-4308CI with 2HDMI outputs.
Using DVD player as source, I can route the DVD display to each of 2 TVs via the 2 receiver HDMI outputs. However, when using Comcast cable as the source, the display only shows up on 1 TV - the other TV gets the picture briefly then goes away. Does anyone know whether the Comcast box somehow resricts connection to a single destination ?
Is there a related difference in Comcast boxes or firmware versions ?
Any workaround available ?

MPEG streams cost per stream. While there is no technical reason for it not to work the license fees demanded from mpegla.com mean you cut it to a single working connection at a time to reduce costs.

If there is a workaround, I don't know about it. But I can write with authority the license and cost issue since I was on a project that used such a license.

Comcast MPEG stream on HDMI

So Comcast uses MPEG stream for its HDMI data ?
Does a BluRay player also use MPEG or does it use some other format ?

The AVR apparently has no problem creating the 2nd HDMI output for BluRay. I'm wondering whether it's the AVR that's avoiding the 2nd MPEG license or Comcast (?).

The licenses for almost all video connections are per live connection. So if you have more than one at a time working you pay for such a license. I offered this so you would know there is no technical reason stopping such things.
