Collaboration for an app

Hello, my name is Harvey Miller, i'm from Dallas Texas and I currently attend Angelo State University. I've had this app idea for a year now, i've drew it up and wrote out the information for it,and I can visually picture how I want it, but I don't have any coding skills sadly. It is my dream to make this into an actual game for iPhones and Androids. Ive tried to make it happen plenty of times by going up to app developers but I either get turned away, they tell me no, or its to expensive. I honestly don't have $500 or more to pay to make my app and it sucks. But i'm honestly tired of waiting on the "perfect time" to chase my dreams, I really want to do it now! But I need help I really do, if anyone would like to help me please let me know. If you can find it out the kindness out your heart to work with me it would be greatly appreciated. Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
