This sounds like it belongs in feedback. Unwanted popups like this can be a pain. It might have to do with cookies or maybe you don't have a popup blocker...or one properly "trained" to arrest the one you're seeing. I'd gotten that one in the past. There is one I'll also get if not logged in automatically. Good luck.
