cmd.exe virus infection

PC is infected by downloading from Windows Command Processor pop up. Application is opening multiple Internet connections to random IP addresses. Have tried multiple malware scanners with no success. Also performed system restore, but it keeps coming back. Any advice ?

programs and features to see if it's an uninstallable program ?
I read a thread somewhere, where one answer was to simply uninstall it.
Maybe here => http://www.file.info/windows/cmd_exe.html .... Scroll towards the bottom about uninstall..

Thank you for the advice. The URL was helpful, but the program cannot be uninstalled. I think that I downloaded a trojan horse that used the same name as Windows Command Processor.
