Clean win 7 install

I try to install wiin7 Pro after format of HD, It stalls on Expanding files and says that necessary files are missing. Can not get it to install on clean formatted hard drive.

I wanted to upgrade from Win Vista Home Premium to Win 7 Pro. This can not be done as Upgrade without clean install (I think). I purchased win7 pro off ebay, but found that it is/was only to be used with original retail purpose. Thought I could start with clean hard drive and install. Appears that startup files are missing from install dvd.

It's better to upgrade to Windows 10 in stead of Windows 7, but if that's your preference, so be it.

Can you tell more:
- What exactly is "only to used with original retail purpose"?
- Why do you think the startup files (whatever that are) are missing from the install dvd?
- How exactly are you trying to do the install?
