I just fixed one like this. It was fortunately easy once I knew to do what you found (delete the old install) and ONE MORE THING. Ready? Unplug all USB things. Same for added cards, firewire and more.
After that Vista slid right on.
Now to use the supplement dvd for the rest.

Hey Everybody,
I was installing some network card updates for my Dell Inspiron 1505e (with Vista 32-bit) and Vista SP1. One of them didn't take and now my laptop won't boot to windows (even in safe mode). I've done a lot of trouble shooting (running checkdisk, trying to run in "Repair Mode", etc) and have come to the conclusion that I need to install a fresh copy of Vista.
I put the Dell-provided Vista CD into my drive and boot from the CD. I get past the first two screens (http://vistahomepremium.windowsreinstall.com/installnewhdd/installnewhdd.htm). But I don't get to the third screen, instead it BSODs on me.
The broken version of Vista is still on the hard drive - do I need to blow that version away? Or is something else messed up? I don't understand why i get a BSOD when i boot from the Dell-provided Vista disk
