Recently I discussed the revenue windfall "Oilpatch States", like New Mexico, have recently realized via taxes and royalties from oil and gas producers.
A couple of months ago the local media was reporting the gamesmanships and ideas being expressed in the State capitol by the Governor and other Political Leaders, even tho the legislature is not in session again until next year, for the use of those non-scheduled budget excesses.
Now, if Governor Bill Richardson was thinking of tax payers, or, re-election to Governor, or, election to the Presidency, who knows. But at his initiative, a program was developed, using a formula based upon information in 2004 state tax returns, that created rebate checks in amounts from $50 to $250 for everyone who filed a 2004 state tax return.
Additionally, the existing program to assist low income people with their winter utility bills was infused with some of these profits, and expanded to increase assistance up to $450.
That nice Postal Delivery Person dropped a rebate check for $164 in my mail box this AM.
It's amazing how politicians think, and how fast they are able to accomplish something they really care about, particularly with the holidays and an election year just around the corner.
