Choosing IBM model

Need my laptop as a desktop replacement. There is a issue with the CPU:
1) should I go for the Pentium M or the Pentium 4? Heat... don't care, fan noise... not too much please! Speed... absolutely. Battery time... will be connected to AC most of the time so don't care about that.

The Pentium 4 CPU, does it have speedstep technology like M? And also, do they both have hyperthreading technology?
