1. "requires a Pentium II or higher processor"
You write "we have a Pentium MMX GenuineIntel~233MHz processor."
This requirement was not meet.
2. "and VGA or higher. On searching this computer, I find that Is that equal to or better than Pentium II? I can't find anything about VGA or whatever. Another mapping program requires 65,000 colors.(!?) How do I find out whether we have the requirements."
Since I've yet to find a VGA that did less than that number colors, it's safe to write you met that VGA item.
But in a nutshell the machine you have offered to run the program is not supported by the author. It may indeed work, but the supplier is not going to tell you it will work and certainly doesn't have to support you.

We are considering the purchase of a topographical mapping program. One of the programs available requires a Pentium II or higher processor and VGA or higher. On searching this computer, I find that we have a Pentium MMX GenuineIntel~233MHz processor. Is that equal to or better than Pentium II? I can't find anything about VGA or whatever. Another mapping program requires 65,000 colors.(!?) How do I find out whether we have the requirements. We are running Windows ME. Thanks.
