CHKDSK running amok

I use Executive Diskeeper to defrag my partioned 200gig Seagate hardrive. Diskeeper will not run on 2 of my 4 partions, because it says that CHKDSK is scheduled to run on next reboot, either because of user request or because the os has found an error in the file system.

I have not scheduled CHKDSK to run.

I have rebooted 15 times, and each time windows XP runs CHKDSK, finds no errors, but still Diskeeper will not run on those 2 partions.

This "error" began after I restored XP, because of a failure to boot due to system file corruption.

AMD Athlon 64, 2000 MHz, MSI K8 Neo-V, VIA K8M800, AMD Hammer, 1024MB DDR, Seagate 200GB SCSI

I don't have any control over whether CHKDSK runs, its doing it automatically every time the computer boots up. It never finds an error, and upon finishing the check and getting to desktop, I still cannot defrag those two partions with Diskeeper.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
