Cheap Upgrades

So I have a real meme of a rig.

NVIDIA GeForce GT 640
Intel Core i5 4570S

Both of which are fossils. I'm trying to run GTA 5 highest settings with a consistent 60fps for the cheapest amount possible ('cause I'm poor).
What should I invest in? Also idk what contributes to the FPS so here's my other stats just in case:

I think the GPU is the item to change.

The i5 isn't ancient and will do fine.

For GTA you need to find reviews on the 1050, 1060, 1070 or maybe not. If budget is the issue, how far can you go up?

around 400 dollars, 500 is a push but doable (if need be). so my i5 won't cause any undue compatibility issues?

Also, about the i5-2500 we found the i5-2500 pushing 3 GPUs without a bottleneck. Your current CPU is much better.

So which GPU can you get? Then look for benchmarks for it and your game.

If that is the correct mobo name/type then you have an incompatible cpu.

get a gtx 780ti (used)
u will get above 60 fps in the game with this card as it is better than a gtx 1050ti and more cheaper as u are poor

I doubt that your GPU may not work properly with GTA V and it is best to upgrade your GPU to more recent one and your game will work like a charm.
