Let me suggest a $100 Android smartphone or tablet. It's amazing what you can do with it, and you don't need a keyboard, monitor and mouse to use it. Very useful.

I have just such a thing. For 87USD + tax (no shipping) I got a pretty nice 2GB RAM (which is huge for Android), 16GB flash memory 5 inch screen (HD) and it's very capable. Works fine without a GSM SIM card too.

need to know exactly what the needs for the computer are or how much you are willing to spend on your brother. Dont know your location but you can find cheap general usage computers at most discount stores like walmart.

Usually you can find a nice 300 dollar computer without a monitor. I have three of them and never had a problem - unless it is one I caused. I use them to stream since I am a cord cutter. You can also find nice laptops for under 300 too. they may not be all powerful for gaming but they can stream and perfect for general usage.

Newegg.com has several refurbished PCs for around $89 to $129. Now, most refurbished computer products come with only a 90-day warranty, but there are several which come with a full one-year warranty. The specs should include an Intel Core2Duo E7500 , or E8200, or E8400 cpu, 2GB or 4GB of RAM memory, an 80GB hard drive, a DVD/CD burner and integrated graphics good enough for playing HD video and casual games. It will also usually include Windows 7 pre-installed, making the whole thing quite a bargain for everyday use. My girlfriend's PC which i built for her has an E6750 (just below the E7500) and 4GB of RAM. It's still running great and, with the addition of an inexpensive SSD, it boots fast and loads programs fast. Windows 7 ran great; recently she upgraded to Win 10 and that runs fine, too.
